Partner Institutions will participate in the implementation and development of the HRRC’s research, training, and education agenda. Projects will be based either in the HRRC or the Partner Institutions through a consultative process that will draw upon the respective strengths and resources of the various participating institutions. Project teams will be composed of experts from across the region but these project teams will be based at the HRRC or one of the partner institutions as appropriate. In other words, in order to ensure the creation of regional networks and that regional expertise is fully utilized, a project located at a Partner Institution will be carried out under the direction of that institution but by a team of experts who come both from that institution and, in substantial part, from around the region. The core idea here is to draw upon the best experts regardless of their national or institutional affiliation. Only in this way can the HRRC develop as a truly regional enterprise and assist in the vital task of creating regional networks of human rights experts and practitioners.

Funding for projects with a regional focus based at Partner Institutions will be provided and administered through the HRRC under the oversight of the Governing Board.

Partner Institutions will have adequate facilities and resources to participate in the projects of the HRRC. Such participation would presumably encompass the provision of space appropriate for projects based there as well as the commitment of human resources as necessary. Project funding could include compensation designed to allow experts and staff at the Partner Institution to be freed from other duties so as to permit them to devote substantial amounts of their time to the HRRC projects. It is expected that the Partner Institutions would be willing to enter into such arrangements so as to enable their faculty and staff to devote the time necessary to ensure the successful completion of HRRC projects.
