Structure

 

(1) HRRC, Partner Institutions, and Affiliated Institutions.

The Human Rights Resource Center will initially be composed of a Center and a network of Partner and Affiliated Institutions. 

The Partner Institutions will be comprised of existing centers or programs located at major regional academic research institutions with an established record of excellence in human rights research and education.  More Partner Institutions may be added over time as capabilities in the region increase and the capacity of the HRRC to collaborate on a large scale develops.

The creation of the network of affiliated institutions will assist in the creation of broadly-based networks of experts than can participate in the programs of the HRRC.

(2) Director and Governing Board. The HRRC is headed by Director, Mr. Marzuki Darusman and includes a core research staff of sufficient expertise and experience to direct and lead regional projects in human rights training, research, and education.  

The Director is responsible for the development and implementation of the HRRC’s programs and for ensuring its success in fulfilling its goals. 

The Governing Board will, in consultation with the Director, define the strategic agenda for the activities of the HRRC and the Partner Institutions. The Governing Board shall also be responsible for ensuring the integrity, independence, regional focus, and excellence of the HRRC.

 

  1. Marzuki Darusman, Indonesian, A long serving veteran in the political arena and former Indonesian Attorney General
  2. Harkristuti Harkrisnowo: Indonesian criminologist, Professor of Law at the University of Indonesia, Director General of Human Rights at the Ministry of Law and Human Rights, Indonesia
  3. Theary Seng: Cambodian-American lawyer, prominent human rights activist, and author, Founder and Director of the Center for Justice and Reconciliation.
  4. Dato Param Cumaraswamy: Malaysian prominent lawyer and human rights advocate, who serves as UN Special Rapporteur on Judicial Independence and is Vice-President of the International Commission of Jurists.
  5. Ong Keng Yong:  Singaporean, former Secretary General of ASEAN and currently Director, Institute of Policy Studies, Lee Kuan Yew School of Public Policy, National University of Singapore.
  6. Kavi Chongkittavorn: Thai Assistant Group Editor, Nation Multimedia Group,
    Bangkok, Thailand
  7. Carolina Hernandez:  Filipino Professor at the University of the Philippines; the Founding President and Chair, Board of Directors, the Institute for Strategic and Development Studies (ISDS)
  8. Kevin Tan: Singaporean Professor at both the Faculty of Law, National University of Singapore; and the S.Rajaratnam School of International Studies (RSIS), Nanyang Technological University

(3) Advisory Board. The Governing Board shall establish an Advisory Board that will be broadly representative of ASEAN and may also include experts from beyond the region. Governing Board
